Abstract: Jay states that he is enclosing copies of the Acts of Congress relating to the legality of capture on the high seas and the exchange of prisoners with Indians. The letter was written during Jay's service as President of the Continental Congress; he attended the Congress as a New York delegate from 1774-76 and 1778-79, serving also as a mininster to Spain and later Great Britain, the negotiator of the Treaty of Paris between Britain and the new United States in 1781, the Governor of New York, the Secretary of Foreign Affairs, and the first Chief Justice.
