Sir, The Treaty between His High Mightinesses the States General of the United Netherlands, and the United States of America, being ratified by Congress, I have the honor of transmitting to your Excellency herewith, ten copies of the same for the use of your State. With pleasure I congratulate your Excellency on this important event; and have the honor to be, With great respect, Sir, Your most obedient & very humb.
